Cowboys Tex Masters and his sidekick Lucky are touring the rodeo circuit to find the killer of Tex's brother. They head to Middleton, site of a rodeo, where federal agent Carmen Serrano has been sent to work undercover to determine a connection between the Barker gang and the deaths of local first-prize winners in the rodeo. Tex and Lucky intervene in a hold up of Carmen's stagecoach by the Barker gang, but they claim they were only giving her a Western-style welcome, since she will be working at Barker's saloon. After Tex and Lucky fight with a couple of gang members, the sheriff and Mr. Bix, a sponsor of the rodeo, hire them to investigate the rodeo murders. Meanwhile, a romance between Tex and Carmen blossoms. The rodeo begins, and Tex wins each event. Barker orders Carmen to lure Tex into a fight with Squint Harmer, a competitor in the rodeo, but she warns Tex away instead. Nonetheless, Tex attends the saloon to hear her sing and wins a fight with Squint, in addition to saving Lucky's life. Tex and Lucky later prevent Pinto, who works for the Barker gang, from inserting a poisoned needle into the rope on the bronco Tex will ride, but Pinto escapes and during the rodeo, he and the gang rob the bank and make off with a wagonload of dynamite. After winning the bronco-busting event, Tex single-handedly conquers the gang and saves the horse team from dying in a dynamite explosion. Tex gives the needle to the sheriff as evidence, and the sheriff informs him that Carmen is a government agent. After thanking Tex for his assistance, Carmen resigns from her position to start a ranch with Tex.

Copyright records note that "Cowboy's Lament," was was given a new arrangement by Tex Ritter. A re-release of this film gives Rita Hayworth top billing over the credits, whereas the original billing lists her as Rita Cansino, and Tex Ritter as the star. A modern source includes Milburn Morante, Glen Strange and Tex Ritter's Tornadoes in the cast.
