Wandering cowboys Chips Barrett and Jackpot McGraw rush to the rescue when they see a stagecoach being held up, and after scaring away the gang, stop the runaway stage. The passengers are Ann Hollister, who is returning home to Buffalo Springs after a vacation, and territorial bank commissioner Jefferson Cardeen. Unknown to Ann, Cardeen is the secret leader of the gang, which robbed the coach in an attempt to cover up the fact that Cardeen had already stolen the terrritorial bonds he was to be carrying on this trip. When Chips recovers the bags stolen by the gang, he realizes that something is wrong, for the bonds are not present, but he keeps his suspicions to himself. Upon reaching town, Chips and Jackpot meet Ann's grateful father, "Honest John" Hollister, a square-dealing gambler and saloon owner who is about to be appointed territorial governor. Cardeen, worried that John will clean up the territory once he is in power, orders his henchman Ross to kill John, but the murder attempt is foiled by Chips. Impressed with Chips's style, John offers to let him run the saloon after John moves to Pine Ridge, the territory's county seat. John and Chips quickly strike up a friendship as the older man teaches the younger many gambling tricks to help him spot card cheats. John warns Chips that if he ever cheats, their partnership will be over. Desperate to foil John's appointment, Cardeen decides to create a scandal by framing his son Lane, who works in Cardeen's bank in Pine Ridge. Cardeen goes to the bank and tells Lane that they have business to conduct in Buffalo Springs. During the journey, Cardeen and Lane stop at Cardeen's hideout, where he and Ross trick Lane into believing that he has shot and killed Ross. Cardeen sends Lane to hide in Buffalo Springs, after which he himself kills Ross when Ross asks for more money. Chips finds Lane hiding in the saloon, and after hearing his story, realizes that they will have to hire a lawyer to clear him before John's appointment is endangered. Needing money, Chips cheats during a card game, and John, not knowing Chips's motive, orders him to leave. Lane is captured by Sheriff Gibbons, and once he is taken to jail, he tells John the whole story. Chips helps free Lane as he is being returned to Pine Ridge for trial, then successfully manipulates Cardeen into revealing his guilt and the location of the bonds. Lane is wounded in the ensuing fight, but Chips outdraws Cardeen in a gunfight, and the rest of the gang is rounded up. Soon after, John leaves Chips in charge of the saloon while he goes to Pine Ridge to start his term as governor.
