The town of Gun Sight, overrun by an outlaw gang led by Powder Kilgore, is stalemated in its attempt to check Kilgore's raids because the county sheriffs are restricted from crossing county lines. When Jeff Cameron, the owner of the Cameron Freight Company, is killed in a confrontation with Kilgore, Cannonball, an employee of the company, turns to his friend Wild Bill Saunders for help. Handicapped by the absence of a state police agency, Wild Bill asks the governor to let him recruit gunfighters from the state prison to act as a band of rangers. The governor consents, and the prisoners are promised a full pardon upon the completion of their mission. Bill arrives in town just as Lightning Barlow, Kilgore's lieutenant, is demanding protection money from Cameron's daughter Spunky. After soundly thrashing Lightning, Bill meets his new deputies. Following Kilgore's orders, Lightning holds up Spunky's gold shipment, but instead of gold, the outlaws find Wild Bill and his men's blazing guns. In the shootout, Shifty Sheldon, one of Bill's men who is secretly in league with Kilgore's gang, allows Lightning to escape. Suspecting Shifty of duplicity, Bill instructs him to infiltrate the gang, and Shifty and Kilgore plot to ambush Bill at Red Rock. When Shifty returns to camp with news that Kilgore has agreed to meet Bill at Red Rock, Bill rides off to the meeting. Before Kilgore can spring the ambush, however, Honest John Webster, another of Bill's deputies, finds a note from Dixon, one of Kilgore's men, addressed to Shifty, and realizing that Shifty has double-crossed Bill, John rides to his rescue. After shooting Lightning and arresting Shifty, John and Bill start for the Dixon ranch. Meanwhile, Spunky and Cannonball, who have been riding the range looking for strays, stumble upon Kilgore's hideout at the Dixon ranch, and Spunky sends Cannonball for Bill. Immediately afterward, Spunky is captured by the gang and sends them on a wild goose chase in search of Bill. As Bill and John ride to Spunky's aid, Kilgore's men return and surround the hideout, but Spunky breaks through their cordon and rides for reinforcements. In the ensuing shootout, Bill and his men capture Kilgore. With peace restored to the town of Gun Sight, the governor institutes a state ranger agency, while Bill rides on to the next town to re-establish law and order once and for all.
