Survival Devices, Inc., is an organization of specialists dedicated to performing missions beneficial to the free world. To aid them in their operations, Vic Powers and his team of air and underwater experts known as the "Flying Fish" have perfected an igloo which can be inflated beneath the sea. Mrs. Carlyle, a long-time friend, asks Vic to help rescue her political scientist husband, Henry, and their daughter, Kathryn, who have disappeared on a Caribbean island ruled by dictator President Delgado. Vic agrees, partially because of his romantic interest in Kathryn. Following an unsuccessful rescue attempt, Vic enlists the aid of Ricardo Balboa, who locates the prison where the Carlyles are being held, and the men parachute into the ocean to set up an underwater escape. Dr. Carlyle refuses to leave the island, however, until he has had a chance to talk to President Delgado, one of his former pupils. Vic forces the dictator to meet with Carlyle on the igloo, and Delgado adamantly defends his totalitarian government. Meanwhile, Delgado's zealous aide, General Tovrea, has learned of the abduction and dispatches a sonar-equipped gunboat to locate the Flying Fish. Through deft maneuvering, Vic avoids the gunboat, but before the Flying Fish can return to the igloo, General Tovrea orders his shore batteries to open fire. Reverting to his former democratic beliefs, Delgado countermands the order, thereby enabling the Flying Fish to sink the menacing gunboat. As the men and the Carlyles head for home, Vic's renewed romance with Kathryn is interrupted when he and his team receive orders for another mission.
