When an outlaw gang plans to capture renowned outlaw Billy the Kid for the reward money, Billy and his sidekick, Fuzzy Jones, are forewarned by a stranger named Ed Dawson, who asks a favor in return. Ed is wounded while escaping the gang, but commissions Billy and Fuzzy to help his father Sam and sister Mary protect themselves against an unscrupulous land baron named Coulter, who has ordered murderous raids on their cattle drives. When their cattle boss Brandon joins up with Coulter, the Dawsons hire Billy to be their new cattle boss, and Billy keeps his identity a secret. Coulter sends Brandon and his gang to raid the Dawsons' cattle, and they succeed in getting 1,500 head. Later, Coulter offers to round up the missing cattle and buy them for half of the market price, but Billy refuses, suspecting that Coulter has an ulterior motive. Indeed, Coulter plans to bankrupt the Dawsons so that he can take over their ranch, one of many he has obtained, and thereby control the entire territory. Billy and Fuzzy encounter other ranchers who have shared similar experiences with Coulter, and they band together to form a trail patrol. The patrol successfully deters many attacks on various herds, but the attacks do not cease. After Coulter recognizes Billy as the notorious outlaw, he promises to cut a deal with Billy after he receives money from the sale of the stolen Dawson cattle. Billy, however, robs the money from the stagecoach and gives it to Fuzzy to put in the bank. Mary, a passenger on the stagecoach, recognizes Billy during the robbery and, believing she has been duped, mistakenly confides in Coulter. Coulter, however, takes her hostage and plans to force Sam to sign the ranch over to him or see his daughter killed. Mary soon realizes that Billy does not deserve his reputation as an outlaw. After Billy and Fuzzy capture Elkins, Coulter's front man, Slater slips Elkins a gun for his escape, but the gun contains blanks and Billy shoots Elkins. Before he dies, Elkins reveals that Coulter has Mary. The trail patrol, Billy and Fuzzy converge on Coulter's ranch, and after gunfight, the outlaws are arrested, and Mary is released. The next cattle drive runs peacefully, and Billy and Fuzzy ride away, their mission accomplished.

The opening title card reads: "PRC Pictures presents Buster Crabbe as Billy the Kid in Cattle Stampede." The working title of this film was Thundering Cattle. The Variety review mistakenly lists Charles King's character as "Coulter." Modern sources include the following actors in the cast: Tex Cooper, Ted Adams, Frank McCarroll, Ray Jones, Rose Plumer, George Morrell, Glenn Strange, Hal Price, Curley Dresden, Cactus Mack, Art Dillard, Carl Mathews and Roy Bucko.
