Two scientists escape from Russia with microfilm of military secrets. When one of them is murdered in Paris and the second killed in a Hamburg nightclub, CIA agent Robert Fleming learns that the missing microfilm has been handed over to a wealthy Lebanese financier. Russian agents arrive in Beirut ahead of Fleming, and the financier is tortured to death for refusing to hand over the microfilm. The financier's niece Liz flees to an ancient fort. Fleming finds her and wins her confidence, but they are both captured by Russian agents. To save Fleming's life, Liz confesses that the microfilm was hidden in the heel of a shoe her uncle was wearing. The financier's body is exhumed, and one of the Russians takes the microfilm and reveals that he is a double agent working for a third power. In the confusion Fleming escapes and sets out by helicopter in pursuit of the double agent, who has departed in a speedboat with Liz as hostage. Fleming sets fire to the boat, rescues Liz, and obtains the microfilm. Only then is it learned that the film contains the formula for the H-bomb.
