On a visit to her aunt in a small Mississippi delta town, Norma Shepard, a young black girl, is accosted on the street by Ballinger, the lecherous son of a white planter. Ballinger later comes to the home of Norma's aunt and attempts to force his attentions on the young girl. Elmer Harris, a Justice Department investigator who is in Mississippi looking into peonage conditions there, then arrests Ballinger. Norma and her aunt return to Harlem, where the old lady loses every penny she possesses playing the numbers. When she finally picks the winning number, she goes to the office of Martinez, a Cuban numbers banker, for the payoff and finds him dead. She takes the amount of her winnings from his safe and is later arrested for his murder. Elmer Harris, working undercover, discovers that Madame Boley, a wealthy woman from Oklahoma, killed Martinez in a fit of passion. Norma's aunt is freed, and Elmer wins Norma.
This film is based on the story "The Policy Player," the authorship of which has not been determined.
