While completing a prison sentence, Bob Stephany, alias The Twinkler, saves the life of Old Doc, the prisoner in charge of the dynamo room. Bob's fiancée is Rose Burke, whose father is also a criminal. Rose's dream is that Bob will reform so that they can be together. When finally released, Bob tries to go straight, but he is blackmailed by a crooked detective. Because Boss Corregan, a gangster, makes improper advances toward Rose, her father shoots him through a window and disappears. Rose faints and is prosecuted for the murder. Bob has been imprisoned again on a false charge, and upon his release, he learns that Rose is to be executed. Daddy Burke signs a murder confession which Bob takes to the governor. Armed with Rose's pardon, the governor's secretary and Bob, unknown to each other, board the same train headed for the prison, but there is a storm and communication is cut off. Bob is unable to resist the temptation to steal the secretary's wallet where the pardon is hidden. He finds the pardon and despairs, but at the prison, Old Doc prevents the dynamo from functioning properly and Rose's life is spared. Finally, changed by his and Rose's experiences, Bob reforms for good.
The Star of Hope was a prisoner publication at Sing Sing Prison. According to contemporary news items, Leverage was prisoner #65368 at the time of this production, which was shot at the American Film Co. studios in Santa Barbara, CA.
