In the summer of 1999, new revelations about the FBI's actions during the siege of the Branch Davidian compound outside Waco, Texas, made many Americans believe the worst about the FBI. One reason the Waco charges won't go away is because many believe the FBI failed to come clean about what happened seven years ago. FBI experts believe one of the reasons for this is an arrogance that is a legacy from the J. Edgar Hoover years. Besides Waco, the FBI took other hits in the 1990s that contributed to a loss of public confidence. There was Ruby Ridge, Richard Jewell and a scandal that rocked the FBI crime lab. To some, the fallout from these turbulent years underscores the need for more permanent oversight of the FBI.
